Capacity-building and addressing perceived injustices may lead to minimizing the drivers of terrorism or violent extremism, as well as “further limiting the recidivism risks and improving security for society at large.” Civil society, families, traditional leaders, psychologists and others can play a vital part in creating “‘cognitive openings” for disengagement and/or de-radicalization.”
